Preço de um ativo com problemas

O governo dos Estados Unidos decidiu ajudar as instituições financeiras com problemas com um pacote de 700 bilhões de dólares. Mas qual o preço dos ativos? Um valor próximo ao valor de face ou ao valor de mercado atual?

A resposta pode conduzir a valores diferentes e fazer com que o mecanismo de ajuda seja mais ou menos efetivo.

Conforme lembra o Wall Street Journal (How Will Troubled Assets Get Priced?, 23/9/2008, Phil Izzo), em teoria os vendedores devem estar competindo entre si pela ajuda. E isto tenderia reduzir o preço dos ativos, que seria bom para o Tesouro mas com efeitos negativos sobre o valor dos ativos das instituições.

But that all depends on how the banks value their assets for the auction. If banks are too desperate to get the debt off their books, it could drive the price so low that holders of the securities are forced to take even deep write-downs than they have already. At the same time, there’s only likely to be one major buyer — a Treasury Department that has a $700 billion check in its hand earmarked for this bad debt. Paulson and Bernanke told Congress the auction would be structured to encourage the sellers to compete to offer the assets at attractive prices to the government.
